All design submissions in the first stage shall be digital and judged anonymously.
Digital images will be identified by your CODEWORD and must not bear any name, mark, or emblem by which the participant might
be identified. Each registrant will be assigned a unique CODEWORD
which will be used on all subsequent submissions and communications. Digital submissions must be received online at competition@acbhm.org, no later than 5 p.m. EST, March 15, 2010.
We urge competitors to finalize submissions well before
the deadline, since heavy online traffic at that time could slow down the submission process and result in our failure to
receive your submission before the deadline. If you experience any difficulty with the procedure, please contact the competition

REGISTRATION: Due to unprecedented interest, the Design Competition Management Committee has decided to permit late
registrations for an additional $50 fee. The late registration period extends from February 15
to March 15, 2010. Late registrants (and only late registants) will be allowed to submit their submissions until April 1, 2010. An entrant who has already registered may change
status to "late registrant" by submitting an additional $50 processing fee.

CRITERIA
FOR EVALUATION OF SUBMISSIONS: The selection of 6 to 10 finalists
from among the entrants in stage one, as well as several additional merit awards, will be made anonymously by the Jury. Submissions
will be judged on the basis of responsiveness to the competition program, originaity and clarity of conception, and suitability
of the future Memorial to its site and surrounding environment. In addition, economy and feasibility of construction within
the proposed budget will be factors. However, all inventive programmatic ideas will be considered. We encourage competitors
to provide the most forward thinking, compelling and speculative solutions.
Caveat: If, at the first stage, the Jurors are of the unanimous opinion that one design proposal is superior
to all others, and that no further purpose would be served by the development of additional proposals, they may recommend
that a winner be declared in place of a second stage of competition. If in its opinion, there is no submission of sufficient
merit, the jury may make no selection. In either case, a written report will be made to the sponsor, setting forth its reasons
for its decisions.

HOW TO SUBMIT:
First stage submissions are digital
only and will be juried from a computer screen or projector. You may submit a plan and as many as 4 images or
perspective renderings, as a single jpg or jpeg file, horizontal format,
2600 x 3500 pixels.
Please limit file size to 5 MB maximum and 85% compression. In additiion, a separate pdf
file containing descriptive text may be included.
Deadline: All proposals must be submitted online to competition@acbhm.org
no later than 5 p.m. EST, March 15, 2010. Transmit your design inside a zip file clearly
labelled with your unique codeword (ex. "CODEWORD.zip").

WHAT TO SUBMIT: All
submissions must include a plan as
well as an eye-level perspective rendering of the proposed Memorial,
as viewed from the Boardwalk side. Images may be sketched, drawn, photographed, or computer aided; black & white,
or color. Up to three additiional diagrammatic or perspective images
may be submitted to clarify the entrant's design concept or the relationship of the Memorial to its site and surrounding context.
We encourage the inclusion of lighting concepts and night views.
Descriptive Commentary: We invite you to accompany your proposal with a
pdf file of descriptive commentary,
in English, of 150 words or less, to best communicate design intention to the Jury. Enclose the pdf file along with the jpg (or jpeg) file inside a zip file
labelled your "CODEWORD.zip"
and email to competition@acbhm.org. Title: Please
title your email submission as follows: "Subject: ACBHM Submission: Your CODEWORD" Identification: Your CODEWORD is unique and must be clearly displayed in the upper
right hand corner of each page or slide. No other identifying information should accompany the submissions.

COMPLIANCE: We
encourage competitors to provide the most forward thinking, compelling, and speculative solutions, and all inventive programmatic
ideas will be considered. However, competitors are responsible for any liberties taken with the published stipulations. Submissions
are reviewed by the competition management team for compliance with the rules of the competition, and failure to comply could
result in disqualification and withdrawal from the competition. The sponsor, upon the advice of the Jury, reserves the right
to accept a submission even if it does not comply strictly with the published competition guidelines. BY
THE ACT OF SUBMISSION, COMPETITIORS WARRANT THAT ENTRIES ARE ORIGINAL WORK.
